Can a 48-seater bus enter Ubud? The Bali vehicle rule agents miss

The single most expensive mistake in a Bali group quotation is not the rate. It is confirming a hotel before you have checked whether your vehicle can physically reach it.

The short answer

A 48-seat coach cannot enter the Ubud area except the palace (puri) car park, and then only with a police escort — patwal. The same applies in Kuta and the Kartika Plaza area. In Canggu there is no exception at all: no 48-seat and no 39-seat coach can enter, with or without patwal.

The only buses that reach Canggu are the 29 and 35-seat medium coaches, and they still need patwal to do it. Hiace vehicles and cars go anywhere.

What this does to a 40-pax group

On paper a 48-seater is the cheapest way to move 40 people — it has the lowest cost per seat of the whole fleet. But if that group is staying in Ubud or Kuta, the coach cannot get to the hotel door. The group runs on multiple Hiace vehicles instead, which changes the transport line of your quote completely.

Quote the coach, win the business, and then discover the access limit at operations stage, and the difference comes straight out of your margin.

What patwal is

Patwal is a police escort required for large coaches in restricted areas of Bali. Suppliers generally do not publish a rate for it, which is its own problem: without a number you cannot build an accurate quote for a large group in the most popular hotel areas on the island.

How to plan around it

• Fix the hotel area before you size the vehicle, then work backwards.
• For Ubud, Kuta and Kartika Plaza, assume medium coach or smaller unless patwal is confirmed.
• For Canggu, plan on medium coaches or Hiace — never a 39 or 48-seater.
• Ask your DMC for the patwal cost at quotation stage, not at operations.
